It's the younger population that is more likely to opt for disposable vapes, which are subjected to lower tax rates. As it stands, the excise tax fails to specifically address and deter the use of vaping products among young people.

Youth and Lifelong Addiction


Disposable vapes, with their closed systems that are discarded after use, have gained immense popularity among the youth. These devices are not merely a transition for teenagers moving away from smoking cigarettes; instead, they serve as a gateway to a potential lifelong addiction to nicotine through vaping.

Research conducted at nine schools in South African provinces revealed that 15% of high school learners (grades 8-12) reported using vaping devices in 2022. Prevalence rates were even higher among grade 11 and grade 12 learners, reaching 17% and 27%, respectively.

Secondly, the National Treasury should commit to annual increases in the excise tax on e-cigarettes, aligned with the inflation rate and an additional pre-announced percentage. This predictable multi-year approach would ensure that e-cigarettes become less affordable over time, discouraging their consumption.

Addressing Industry Misrepresentation


The vaping industry's response to the excise tax on vaping e-liquid has been aggressive and misrepresentative. By focusing solely on large containers, the industry aims to exaggerate the impact of the tax on all vaping products. However, the reality is that most vaping products will experience only marginal price increases due to the new tax. This strategy masks the fact that the vaping products most used by young people are subject to the lowest tax burden.
